Week ending 2026-09-13

This issue tracks three distinct developments across AI security, compute infrastructure, and AI governance. Each source was published during the September 7 to 13 reporting window and is linked below. None duplicates a story in the Cyber Intel series.

### 1. CISA warns of industrial-scale AI model distillation

CISA, the NSA, and the FBI said China-based artificial intelligence companies are conducting systematic extraction of proprietary capabilities from U.S. frontier AI models. The joint advisory says the campaigns use high-volume requests, multiple access pathways, proxy services, and other methods intended to evade detection and geographic restrictions. The agencies recommend stronger anomaly detection, targeted response changes, and cross-provider intelligence sharing.

### 2. Europe’s AI compute gap remains a build-out problem

Bruegel’s September 10 policy brief says the European Union has about 2 gigawatts of operational AI compute capacity, roughly 5% of the global total. The authors argue that capital is not the only constraint. Faster permitting, grid access, anticipatory grid investment, and carefully designed sovereignty tools will determine whether planned projects become operating infrastructure.

### 3. The AI slowdown debate moves into national politics

NPR reported Sept. 13 that Anthropic CEO Dario Amodei and OpenAI CEO Sam Altman had called for caution as capability development accelerates and safety measures lag. President Trump rejected calls to slow the sector, while other officials argued for guardrails without a moratorium. The disagreement puts AI deployment speed, liability, and safety oversight on the same policy agenda.
